Fitzroy Street Community Housing

Breen was engaged by Dunedin City Council to deliver four new community housing units on Fitzroy Street in Caversham. With the previous houses already removed, our Dunedin team took the project from a cleared site through full construction, fit-out, external works and handover.
The end result was straightforward in purpose, but important in impact: four warm, dry and energy-efficient homes built to serve residents well and provide Dunedin City Council with a quality long-term asset.
A key part of the project was the way the wider team worked together. Breen worked closely with architect McAuliffe Stevens, Dunedin City Council and client representative Chas. E. George & Sons Limited under an NZS 3910:2023 contract. Regular communication helped keep decisions moving and gave the team the opportunity to work through buildability, detailing and site issues early, while still protecting the design intent and the client’s requirements.
The site itself added another layer of complexity. Fitzroy Street sits within an established residential area, with limited access and little room for materials, deliveries and subcontractor movement. That meant the day-to-day running of the site had to be carefully planned. Our project and site teams coordinated closely with suppliers and trades to keep work progressing while minimising disruption to surrounding residents.
The project was completed under budget and to a high standard, with strong feedback from the client team following handover. Dunedin City Council’s project manager described Fitzroy Street as one of the smoothest projects he had been involved with.
For Breen, Fitzroy Street is a good example of the strength of our Dunedin team: practical planning, clear communication and a collaborative approach to delivering community housing on a constrained urban site.
